2006 yamaha 50 4 stroke EFI fuel problem

I have a 2006 yamaha 50 4 stroke--engine starts but kills after a couple of seconds.
The lift pump is working fine and getting fuel to the float bowl(vapor separator) with the electronic pump in it. The problem is that fuel drips out of the regulator on top of the float bowl and does not have any pressure, I think the pump inside is not working, I tried to test the electrical plug to the pump and am getting no voltage, but am not sure I'm doing it right, should it be 12 volts or ??). I did a ohms test on the electric pump and its at .8(not sure if that matters) . Does anyone have a suggestion as the pump is $180. And am not sure if the pump and/or the power to the connector is bad) And the electrical plug ties into the main harness with no fuse. I have tried pumping the primer bulb and no fuel will come out of the regulator either.
