Yamaha Ox66 Shifter and/or throttle problem

1999 Ox66 250 (S250TXRX) with single handle control with tilt/trim button.

Has been getting "sticky" for some time, but since its been that way since I bought it (and no mechanics seemed worried about it) I just lived with it. Until it died on me and left me stranded, requiring a 6-hour tow home (thank you Vessel Assist membership!).

Symptom:

Control will shift forward and engage transmission, but will not engage throttle much above idle, despite throwing the shifter all the way to the floor. Reverse does not seem to engage at all, but the lever will move freely.

I checked under the engine cowl and all connections appear good. When operating the shifter, I can see the transmission cable throw the linkage, then slide over and engage the throttle, but the throttle cable only moves about 1/4" at max throw, opening the throttles only slightly.

Is my control shot? Is there anything inside the control that is serviceable or do you have to replace the entire thing?
