Yamaha 200 HPDI engine surging at WOT

I have a pair of these 200 HP HPDI engines with about 350 hours. The starboard one surges at WOT: Accelerates great hits 4500 rpm and dies back to idle and eventually does it again.. and again.
I have changed the low pressure filter and the water separator and the fuel primer bulb and lines to the tank.

What is the next most likely cause?

First place I would check would be schrader valve on VST and give more model information.
