Yamaha Enduro 48 no reverse lockout

Seems like the reverse tilt lock out is inop. Goes into reverse fine but tilt lockout won't actuate. thanks for any help

Is the tilt rod assembly installed? (Trim pin in lower end of transom bracket)

are there parts missing or is the system binding up?
You will have to determine that as we can not see or feel what is going on from this side of the screen
