2006 Suzuki DF40 - Starter motor will not operate

I'm at a total loss, I turn the key, the gauge lights up, no warnings, shows me my hours, and I hear the fuel pump engaging.

Turn the key to start, all I hear is the fuel pump running.

I checked the little white (30a) fuse box on the top right (starboard) side, and it's fine, if I have the key on and remove the fuse and put it back, the fuel pump turns on again.

The emergency switch shutoff clip is in place, and it is ( I believe ) in neutral, at least it is at the remote controller, I even tried wiggling it around in case it wasn't quite in neutral.

Help would be appreciated :)

use voltmeter to check start relay and key switch to see if they are operating properly
