2003 yamaha f90 jet drive cooling problem

A friend of mine recenty bought a tracker grizzly with a yamaha f90 with a jet drive lower unit. after running a few times we noticed that the motor was not "peeing" as it should. the motor just pees out a week steam the entire time rather than a strong stream. we went ahead and bought the over haul kit for the water pump and replaced the impeller all the gaskets and the wear plate and metal sleeve around the impeller. when we tested it it was still a week stream. i really needs some help on this one. does anybody have any ideas?

test the pressure control valve and the thermostat for proper operation.
