93 Yamaha 250 Saltwater - Power Tilt Leak

The tilt leaked fluid and seized in down position. Marina says the main piston is leaking and not serviceable. They want to replace piston assembly and say the engine must come off transom to do repair. Does this sound right? Can a piston even leak - wouldn't it be the cylinder? And why on earth would the motor need to come off. Cost - $600. Any knowledge appreciated.

It's a hydraulic system with pistons, cylinders, O-rings, seals, valves, etc., and they can leak, stick, etc. If they'll fix it for $600, sounds like a reasonable deal to me, especially since some of these units when they fail, require replacement of entire tilt/trim unit($1200+) just for the unit.
