Yamaha F60 2002

Was on river today. Flushed motor with adaptor and got strong flow. When I put muffs on I got no flow from pee hole. No blockage at lower unit that I can see. Where do I go from here?

There is a vent hole above the intakeon the lower unit. If this does not have water it will only pull air. Not recommended to use muffs on this motor.
