Suzuki 200hp tilt/trim motor - Please help

I have a two wire tilt and trim motor with a blue and green wire going to the pump. The green wire which I think controls the up lift of the motor works strong however the blue lead which I think control the down direction to the motor does not work. I hear the relay clicking but the motor wont run. I replace the inside parts that connect to the blue lead but still the motor wont run. It's free and will trun by hand. Where would the next step be to find what's wrong here??

How did you test and what parts did you replace and in what part? The motor?

Disconnect both of the leads and touch to a battery and then reverse the leads and see if the motor runs in both directions. if it does then look at the relays

Off the blue lead it has what they call a relay... It's a small one inside the pump motor. I replaced that ad the brush. It was all connected. Thank you very much... That test makes all the sense in the world.. This should put me on the right track!!
