Yamaha 30 hp problem need help

I have a 1993 30 hp with 3 carbs oil injected tiller control. It's a manual start. It starts up easy. When I open it up to high speed I have to pull out the choke about a 1/4 inch to get it to run right. If choke is all way in it won't run right. It has a slight miss at idle too. Also a slight miss at trolling speed. Do ya think it's a carb problem? I changed fuel put new fuel hose and primer bulb on , changed plugs, and replaced fuel filter. Had carbs rebuilt about 3 years ago. 6 gallon fuel tank looks ok. Any help , Thanks
