Suzuki DT150 stalling

I have a 1988 DT150SS. It runs well in the driveway but when in the water it stalls out. I have already cleaned the carbs, put new plugs in, and got new fuel filters. I think its the fuel pumps. I pulled the lower pump apart and there were pin holes in the diaphragm so it that my problem?

any holes in that are going to be a problem...

There is a significant difference in the amount of effort a motor has to put forth to actually push the boat, VS stir up a tank....
