Suzuki DT65 idle speed adjuster

I have a 1986 Suzuki DT65. The motor has an "idle speed adjustment" dial mounted on the side of the engine under the hood. The adjuster is electrical in nature (has two wires coming out of the adjuster). Moving the dial from "slow" to "fast" does not affect the idle speed. Idle speed remains the same. The adjuster has several positions between slow and fast. None of the positions has any effect on the idle speed. I disconnected the adjuster and put an ohmeter on its wire leads. "Fast" shows no resistance, while "slow" and all the inbetween positions show infinite resistance (open circuit). Is this correct? Is the adjuster supposed to be a variable resistor? What should be the correct readings at "slow" and at "fast" if it is a variable resistor? Is the aduster faulty?
