Over charging Yamaha 90

I have a 2004 Yamaha 90 two stroke that charges at 16-17volts when there's no load on the alternator. Turn on a the running lights or other small load and it drops to a normal level. Its done this since new and the dealer told me if the battery wasn't boiling over that I shouldn't worry. Since then I've replaced a battery and a GPS unit with holes burnt in the LCD display and my vhf shuts off and reads over voltage. I installed a new regulator and lost that gamble. I have checked for voltage drops across the battery terminals and all the way to the regulator on both ground and power. I'm a car mechanic with good electrical skills but I don't have experience with outboards and with out the schematics for this charging system I stuck. I know that the tach is connected to the charging system and it works fine but I was wondering if there was any possibility that it stilll may be wired incorrectly. I would greatly appreciate any insight any one has regarding these charging systems.
