very hard steering 2004 Yamaha F225. steering arm problem?

I have purchased a used F 225 two years ago the motors runs great but noticed that the steering was difficult . I had the manual rack steering from my older 2 stroke 225 still on board and though that since the Four stroke 225 was more heavy that was maybe the problem but noticed that everyone was running seastar power steering I figured I would install a Seastar system. Did that last season but still the steering is very hard to turn.
I always fill the grease fitting on the steerimg arm untill it starts to come out of the top and bottom of the arm but on the new four stroker I can not get he grease to come out of the top and have to really push hard on the grease gun and starts to back up and come out of the grease fill nipple.

I am thinking that there is a problem with the steering arm bushing and maybe corroded from salt water..
Should the steering be very easy with the seastar system?
