1998 150 Yamaha Oil Sensor Cap won't seal

I began to open the cap on the small plastic oil reserve tank that is mounted
to the side of the engine after I ran low on oil and activated the alarm.
When I realized that it wasn't necessary to open it up, I tried to push the cap
(which has wires and a sensor built into it) back down and it just keeps popping up. I have yet to do this while the motor is running. Maybe this is necessary due to a pressure issue. Being new to an outboard I'm not sure.

It just pushes down. I think it needs to be in the correct orientation and it locks with a partial turn I believe.
