Suzuki Steering Siezed-Trouble Shooting

I have a 1984 Suzuki DT 74. It has sat for ~3 mounths with the engine trimmed up and turned all the way to one side. Yesterday I lowered the engine and it would not turn at all. I tried to grease all the nipples on the engine and that did not help.

Then I loosened the nut on the steering cable. As pulled the cable out the steering wheel would turn.

I could not move the inner steering cable without the outer moving. Does this mean the cable is stuck inside?
Also I could not push (move) the engine with the cable dettached, is the problem? I am trying to isolate where the problem is.

My knowledge of boats is limited. Let me know if you need any other details.

When I remove the steering cable from the engine (see pic) the outer part of the steering cable will not move independently from the innner part. Is this where my problem is? Should inner part of the steering cable move easily from the outer part when disconnected from the motor?
