Yamaha: no water from tell tale

I have a rebuilt 2000 Yamaha sx200 with a new water pump, I noticed that no water was coming from the tell tale hole and I do remember water coming from it when it first went into the water. The engine didn't overheat and the water pressure was about 15psi at 1200 RPM. I checked the pump and it looked ok. Any ideas?

have you tried running a wire up the tell tale?
the restrictor ,that plastic nipple on the lower cowl, clogs fairly easily.

I put my finger over the hole and was able create back pressure and get at a spray of water, it doesn't seem plugged.

i got my hands on a 1980 3.5 yamaha for an auxillary, i eventually got her going but no tell tale... any suggestions?
