yamaha 50hp 4 stroke timing belt install???

hi,
im in the process of replacing the head gasket on my 97 50 hp yamaha 4 stroke. i have everything all ready to be tightened up and cannot for the life of me figure out what the heck they are trying to tell me in the service manual as far as lining up the marks to install the timing belt..

if i am reading this correctly, they say to align #1 arrow on the cam pulley with the arrow on the head. and to align the (hole?) on the crank belt pulley with the arrow on the block.. is this hole also 0 degrees on the flywheel?
