f115 yamaha surging

I have a 2000 115 yamaha and We just got 2 of the pistons replaced, oil pump, exhaust work and a new head gasket now the boat does dramatic surging anything after 4300 rpms. Now I was told that since it is on a 19ft baycat that it is a cavitation. Well twin Vee could not sell a boat if it did this on every boat. I know what cavitation is and when the boat drops rps from 4500 to 2300(or so) then back to 4500 in less then a second and continues surge. It does it most of the time but not all the time. It really acts like it is going into some type of governer. But I can still increase rps when it is not surging no alarm goesd off or idicator signals. Anything under 4300 it runs like a champ. but the boat needs to cruise at 4400-4600 or the ride is a little slow. any advise
