2002 Suzuki tilt and trim blowing seals

I have a 02 Suzuki four stroke that has blown the seals on the tilt and trim. I had them replaced but it is still leaking. The mechanic feels that the valve inside the unit is not releasing pressure. I have been told by my insurance adjustor that the tilt on the 02 Suzuki motors is a known problem and was replaced under warranty by Suzuki so my personal insurance denied the claim due to mechanical failure and Suzuki is refusing to deal with it even though I have the extended warranty. Does anyone know if this is a known problem? Can the tilt motor be rebuilt or does it have to be completely replaced?
