I'm not familiar with that engine, but I've worked in some tricky spots before. Is the difficulty the angle, or an unusual socket for the plug?

don't you just need the proper sized plug wrench? I know it's a funky metric sized socket, like most japanese motorcycles..

One plug comes out easy with a regular socket. The other plug is up in a housing where not even a thin socket will fit. The boat dlrs said it requires a special tool but can't get one - they are only for dealers.

My guess is that is only what your dealers say. Call around, I bet if you call a dealer far enough away that he knows he won't get your business anyway he'll sell you one at a price that makes him a profit. Also, try an outboard repair that works on Yamaha's but isn't a dealer.
