70 HP Yamaha fails to power boat up on plane

I have a 1990 Yamaha 70 on a small 15' skiff. I can easily rev the motor up to 6000+ rpms with the idle control lever but when I put it in drive the engine produces only enough power to get my bow high with no planing. <br />Any ideas?
