I have a Suzuki 25 HP that will not idle while in the water, unless I repeatedly choke it. Cannot put it into gear--it dies. Everything works perfectly with the ear muffs on--will idle down, can shift into gear.

I've adjusted idle speed and air mixture. Why does it work fine on land with a hose, but not in the water? Water pump seems to work.

It doesn't work fine on land on the hose, you just cant't tell. It doesn't have any backpressure on the exhaust and no load on the engine. The fact that choking it helps when its in the water suggests that your idle circuit is running too lean. The fact that attempts to adjust the idle mixture screws failed suggests that the gum or crud in your carbs has blocked the orifices to the extent that the mixture screws don't help. Pull off the carbs and do a complete rebuil. Search this forum for lots of comments about rebuilding carbs.
