yamaha rpm issue

Need some opinions from the maritime gurus again. I'm checking for a friend and have not looked at his outboard. He has a 98 Yamaha S250TRXW with an rpm issue. Runs fine @4200rpms but when just touching the trim switch in either direction the rpms jump to 4800. The mechanic told him that it is the wire harness between the controls and engine. Doesn't sound right since it doesn't occur at idle when touching the trim. There are a couple harnesses on the engine but I'm wondering about the CPS, rectifier or cdi. It sounds like timing is advancing maybe.

Sounds like a voltage drop issue to me. Usually a connector issue. Could be wiring. From the battery to the motor to the key switch or back to the motor.
