88-89 dt85 2-stroke will not get to full rpm's. 19ft boston whaler

cleaned out the carbs, new quick disconnects,all fuel hose, primer bulb, tank, spark plugs, fuel filters and water pump,....I have the manual to do the repairs. fixed the dying issue when put into gear. now she wont do more than 2200 rpms(2300 with the wind to my back)

I have not done a compression test and I am suspect of the rpm idle adjuster on the front of the engine(will not budge/turn)
I followed direction for syncing the carbs, making adjustments to the idle air screws and all the linkages.

any help would be greatly appreciated, trying to get this done before winter really hits and not able to use her anymore

do you have gauges and alarm system to tell you if the motor has a problem?
does it work?

I bet a pirate with a slow boat would have a problem raiding Yachts unless they catch them anchored.

If the motor is not going into RPM reduction due to problems then you are left with fuel to air ratio, spark, or compression
