Test Yamaha tilt/trim pump

So my tilt quit working, I narrowed it down to the motor. Replaced it and still nothing. I have pulled it on and off three times, I know I have it on there correctly.

Motor spins but no action, any ideas?

maybe you left the coupling off

Good question. Is the coupling there ?? Is the manual relief valve closed ??

Yes manual relief valve is closed. Pump motor spins but not building pressure. No leaks or anything I have no clue how to test the actual pump.
