Are these levers intended to move freely on the tilt tube(clamp bracket bolt). These mechanisms are not operating correctly. They appear frozen in place on the bracket clamp bolt/tilt tube. Motor will not go down all the way unless I stick my hand under the bracket assembly to release the receiver assembly.
