2003 40hp 2 stroke Yamaha float bowl adjustment.40TLRB

I have a 2002 Yamaha 40Hp 40TLRB 2 stroke outboard. I rebuild the carbs, because it had been sitting. I'm having problem setting the fuel bowel float levels. I know they are to be set around 15-16mm. What I need is How do you get to this number. When turned up side down like instructed. They are.always past the 16mm number no matter what I do.

Thanks I think I got it. Just have to get to water. Since it runs fine on the muffs.
