You need a wiring diagram, so you don't cause damage to your electrical/ignition system.
A picture with wires and not being there is almost impossible to know for sure, and we can't risk guessing ,and damaging your electrical/ignition system.
If the motor runs,they could be for something that was added then removed maybe, if so just seal them with shrink tube or electrical tape and don't let them ground out.
As a last resort, take it to a certified Yamaha outboard mechanic and pay for a half hour diagnosis.
