Twin volvo 6 cylinder GXI issues, also port throttle , RELATED ??

Two weeks ago purchased a 2003 Regal , 28.6 Commodore
Has twin Volvo 6 cylinder GXI fuel injected motors
On first sea trial with sales guys from consignment shop boat could not get up on plane . Figured guys did not know what they were doing. Plus I really did not want a boat this big figuring no deal.
Get call from shop that if I still had interest in boat owner would take out for spin
Was at this point considering if I could get at a great price, plus I am retired figuring a few day away water condo
Took out second sea test and boat handled great, out of pocket fast, and ran 45 minutes , fast, cool .

Purchased
Now faced with same issue as we had on first sea trial, cant get up on plane

Also has a throttle issue. Don't know if it could be connected causing problems


THROTTLE
Volvo twin throttle, one for each engine .
On port throttle has two trim & tilt switches for each unit
Port throttle does not go into forward & reverse easily. Neutral fine. Have too push hard and no control feeling
Starboard throttle fine

ENGINE
Both engines when I attempt too get up on plane CAN'T
Both engines in sink with each other
Max RPM 2000 , Under way running separate or together max rpm 2000
Shifting throttle into neutral , RPM over 3500 on both engines
So we have the power

Thinking fuel but fresh
changed fuel filters on each engine above fuel injector pumps, CLEAN no WATER

Here in Florida marine fuel is common.
Boat came with trailer and on way too marina was attempting too fill up, figuring I would save a few bucks.
At marina 4.50 at Wawa $ 2.89.
Never put that much fuel in truck, but fuel shuts off at $ 100.00
When it shut off gas spat back at me. Thinking tanks not full? But that symptom

Speaking with other boaters, and were thinking fuel over fill drain could have blockage causing vapor lock, causing low engine output and why fuel spat back at me ?

Or both injectors low pressure ? But BOTH ?
One tank 105 gallon tank feeds both engines with separate hoses, all look good ,

ANOTHER THOUGHT IS THROTTLE
I know its un related but could the port throttle have something too do with not working engines properly ??
Makes no sense , but wanted too throw it out there .

This boat is new too me, used too my walk around, 21 ft sea ray , cuddy cabin , simple mercruiser 4 cylinder cheap too operate . Still have that boat, 15 years, hate too sell it,
