Question Regarding Volvo Steering Actuator

I'm converting my Rinker to a Volvo DP-M oudrive and as I was installing the steering actuator which I recently purchased I noticed two plastic or composite plugs or bushings where the two attach bolts interface. Can't seem to find any reference in the book I have, are they shipping plugs and need to come out or are they bushings meant to be installed. I attached a picture of the upper. Thanks in advance and thanks for all the great help.

When I had to remove mine, yes there was bushings in that location. This is assuming your picture is showing the location of where the streering cylinder assembly attaches to the transom bracket.
