Volvo Penta 8.1GXI Hard Steering to Starboard

I have a 2008 Chaparral 256SSI with the Volvo Penta 8.1GXI Serial#4012246141; DPS-A out-drive. I am having a power steering issue with hard steering to starboard, at any speed, including neutral when the engine is running. The steering is normal (as it has always been) when the engine is off. There is power steering fluid in the reservoir, no leaks that I can find, no whining from the PS pump. Does this sound like the PS actuator? Does the Steering actuator act as a hydraulic cylinder, or does it have a metering valve?
