tilt trim problem w volvo penta/ possibilities?

looking at a 19' bayliner capri with a volvo penta 270, 2.1 litre. the owner says he hears clicking from the tilt but nothing moves. does anyone know what this coule be?

The clicking is probably coming from the relays in the black control box on top of the tilt mechanism. I would jump the tilt motor directly from the battery and see if its working. If its a two wire motor, simply run a 12v lead and a ground to the motor, switch the leads back and forth for up and down. See what happens.
