volvo penta cobra sx steering actutor

I just found some power steering fluid in bottom of boat. After looking at power steering lines no leaks found. I found when moving the steering wheel back and forth fluild is coming out of the actutor at the ram that comes in and out pushing or pulling the steering cable. I can see fluid squeeze out around the rod. Is there a retaining nut or something on the end that just might be loose. Or is it the seals and the unit has to be replaced?

Seals can be replaced but Volvo does not offer them. The guy on Ebay selling the custom trim cylinder rebuild kits has them
