Volvo Transom Shield Steering Fork Washer Question

I got all the crud off my transom shield, new paint, new parts and ran into a snag on reassembly. As I'm putting the steering fork assembly back on the transom shield housing I seem to have two large washers that go on the bottom of the steering post below the O'ring. My manual makes no reference to them and any online schematic I look at shows the O-ring only. Want to get this right because once I tighten the steering arm on the post it's a bear to get off again. Attached some pictures, if someone with more experience on Volvo transom shield assembly could shed some light I would be grateful. I know the thrust washer goes directly under the steering arm, these two washer are much larger. Thanks in advance.

Maybe when assembling the drive someone may have used the shims to correct alignment to the yoke and shield and fork? If they where there I would install them as long as O ring is sealing well against the housing.I see your point its a big job to dissemble again.
