1995 four winns 210 horizon 5.0 volvo-Throttle issues

I just got this boat recently and have taken it out a few times and didn't seem to have a problem with the throttle. I took it to an audio store near me to fix some speakers and do a better job of hiding wires. When I took it out last night the throttle was very stiff, the steering was a little tight as well.

I am thinking he may have tied the throttle line in with the rest of the wires and its tightened by a zip tie. Would that be enough to throw off the throttle? Any other ideas? Also is this tied in with the steering or do you think its a separate issue. Again neither seemed to be an issue until I took it in to get the speakers done.

Yes, the throttle and shift cable have to be free to swing back and forth. Shouldn't have any zip ties within about 3 feet of the control.
Same with the steering if it's a rotary.
