"to tear apart or not"

I have a 97 four winns 180 horizon. I have never owned a boat with the volvo penta outdrive on it. with the outdrive shift lever in the neutral position, the prop has quite a bit of resistance when turned by hand. (the prop does not have any free spin when spun fast by hand) is this normal for this type of outdrive, or do I have a slight lower unit problem in this outdrive.

FWIW, which may be nothing, I have a brand new (8 hours of use on it so far) SX-A drive, and when the shifter is in neutral the prop "turns" by hand but does not "spin", if you know what I mean. I would not say there is much resistance, but it certainly doesn't freewheel just because its in neutral.
