Possible Fuel issue on my 1992 Volvo 2.3L

I am having a performance problem with my 1992 excel with a 2.3L volvo. It starts and runs for about 30 min and then starts to bog down and I lose any type of power. Once pull back on throttle engine dies and will not start back up. I was wondering if anyone could shed some light on what might cause this. I have been told that it could be fuel filter issue or bad fuel pump. I just purchased this boat and am not real familiar with it yet. I am second owner and know the previous owner took very good care of this. I attempted to call one local shop and was advised that they will not touch my boat as he told me "that these 2.3L volvo engines are junk". thoughts?

Remove the fuel fill cap the next time it does it. Sounds like the vent hose may be plugged up.
