2002 Volvo Penta steering issue

I have a 2002 Volvo with a power steering pump, I ran the power steering pump out of oil and I think I damaged my flowflex Safe T steering cable. I cannot move the wheel now. I did add oil and verify oil is pumping by cracking a powersteering line loose and purging the line of any air. To the current issue I need to verify the steering cable is damaged I attempted to disconnect the nut on the steering cable that connects to the hydrulic steering system back on the stern. I hold the cable so it does not spin and turn the nut but another piece closer to the hydrulic steering system keeps spinning..... Help how to I get this nut off or verify I need a new cable and steering system? Stuck until Ican verify what is bad so Ican order parts...

There are a couple of flat spots on the aluminum tube that is spinning.

Yes I realized the whole the Tube was spinning so I put a wrench on it came apart no problem, all checks good. I did find loose bolts and a broken screw in the steering mechenism...addressing those issues now Thanks Lyle
