frozen steering cable replacement

i cant get the steering cable out of the steering cylinder i cut the cable to get it out of the way i have no room to beat it out of the tube is there a way to remove the tube without removing the whole steering cylinder?:facepalm:

5.7 gi and i think it is C? DUOPROP

Need full model numbers of the engine and drive, not just parts of them.
