2002 Volvo Penta 3.0gsm water in engine, milky oil!!!

I have a 2002 volvo penta 3.0gsm enigine that recently started running hot only 2 miles from the launch. Got home and noticed the impeller was chewed up with all blades missing. Engine ran fine at 150 degrees on previous trips with no signs of temperature fluctuation. Decided to change the impeller as well as the thermostat, but after testing with muffs, still running hot. Flushed out intake and out flow and water seemed to flow smoothly. went to start engine after flushing and engine would not turn over, changed starter thinking it was starter, come to find out that the engine has water on the plugs and milky oil. Finally got it started, put intake hose in bucket of water to see if impeller was pulling water, no water being pulled into engine. Cannot figure out why im not getting water in from intake and why is there water in the engine... Any feedback is greatly appreciated.. thanks..
