1999 Volvo Penta neutral safety switch???

Just today my boat started just fine, a couple of starts later, turn the key and nothing.
I managed to start it by turning on the ignition and jumping the solenoid with a screw driver and it started right up. Then later the key started working again and now it's back to not working. Is it the neutral safety switch? And if so, where is it?

The neutral safety switch is usually in the control lever assembly. I'd verify the starter relay is working first.....its easier to get at.
