A few things come to mind, pulleys misaligned, wrong belt/s, to tight/to loose, and or a pulley,s have a sharp nick, crack or bent.

This has done it since it was new. Dealer told me it had a wire to the dash that made it overcharge. I found a wire from the positive post to the s post. I believe this may make it charge all the time. Any help?

Your dealer is full of it. Overcharging will not shred belts, it will destroy batteries, but not destroy belts.

You have been living with this problem for 15 years ???????? Are the pulleys rusty ????? Pictures of your pulleys will help.
