Start by pulling the relays and every related connection you can reach, and spraying electrical contact cleaner on all the contacts. Grease them and reassemble. My 24' Chris*Craft had a few problems, including the outdrive trim being 'dead' once. When I jiggled the relays it worked. I disassembled, cleaned and greased everything I could find. Never had an issue again.
Anyway, that's always my starting point with anything electrical on the boat.
