Okay, here is the issue, gettimg ready for season and you always anticipate that first issue, I put bra on outdrive started hose, and started engine, I noticed no water out exhaust prop, and a lot of pressure still at bra, knew there was an issue, removed hose at transom in engine bay, no water there, hooked garden hose to hose in engine bay and can push water out of the inlet slots on outdrive. What is up with that? I know merc has the pump in outdrive, but I have a raw water pump on engine, from what I understand there is nothing in the drive to block the flow.

Let me knew what I am missing. Thanks guys

Ayuh,... The hose might be kinked, or a tube bent...

Take it apart, 'n Look...

When was the last time you replaced the impeller in the raw water pump. If the impeller vanes are all curled over from age and won't straighten out, it will not have enough suction to pull water up to the pump.

PS: Volvo has Never had a raw water pump in the outdrive. Your sea water pump is mounted on the front of the crankshaft.
