volvo 275 outdrive reverse lock

I have a volvo 275 outdrive that wont go into reverse. I narrowed the problem down to the reverse lock that goes through the outdrive and presses on the locking mechinism.
for sum reason it doesn't want to push in very easy. I checked the lock and the thing the rod pushes on and it move, but very tough. Not rusted or jammed, just really tight tension.

anybody had this problem before and know what to do to fix it.

Yes it happens all the time.There is a rebuild kit for it.
