Shift Cable replacement- Volvo Duoprop

I have a 1988 Volvo Duoprop I/O. Shifting gears is next to impossible so I thought replacing the shift cable would be a good start as the throttle control is new and in excellent condition.

I had a few questions about disconnecting the cable. Does the boat need to come out of the water to do so? Does the bell housing need to come off? Any guidance on how to do this?

The boat needs out of the water, and the back cover off the drive. Then you have to feed the new cable thru the hose and into the drive (Without poking a hole in the bellows).
They are fairly easy to change, you just have to make sure the adjustment puts the drive all the way into gear, both forward and reverse.
