Trim for Volvo 170

I went out for the first time with my step dad's new(old) boat to get things straightened out. He has a 76 ranger with the 170 volvo engine. We noticed that water was coming out of all of the petcocks besides one, it was just throwing out steam. We troubleshot it to the thermostat, took it apart when we got home and it was rusty so one problem solved I hope. The other that he didn't know about was the trim. Seems that you can't adjust the trim while the motor is in gear? Is that a true statement for something that older? We tried to raise and lower while moving but couldn't tell the difference at higher speeds so not sure it was even adjusting. Anyone have any ideas? Thanks!

If you have the electro mechanical lift like in the picture below, then you don't have trim. Just tilt for trailering.
