1983 bayliner

Took boat out for first time starts and runs great but motor will not get over 3000 rpm to plane out motor does not bog down or stutter 1983 bayliner aq125a on a hose it will rev 4 to 5000 rpm but not under load any help will be appreciated

Running on muffs proves nothing because there is no load and high RPM's on muffs can cause damage.

Start with the basics - Compression and spark test. Try fresh fuel and probably change the fuel filter.

There is no fuel filter and the tank was emptied and filled with fresh fuel and have plenty of spark have not done a compression test

One more thing to check is that the carb(s) butterfly is completely open when the throttle is maxed.
