Motor running low on rpm's

Twin Volvo Penta 5.0 Gi Throttlebody Injected

Well I recently picked up this boat about three months ago and when I test drove both motors pulled high Rpm.

Then the boat was drydock for two months and recently went to put it in. My port motor will only go to
3000 rpm absolutely runs perfect and Runs great up to 3000 RPMs doesn't miss temperatures are perfect.
I have done a full tuneup including new ignition module, also anti-siphon valve is fine, fuel is crystal clear no water in it at all. new fuel separator, fuel pump pressure was good and both pumps. I did take them apart and clean them and put new seals
I'm going to have somebody put it on the computer but I don't think that's the problem, also trying to figure out how to test the fuel injectors
Any other thoughts

Howdy

Need to know what your fuel pressure is. Will need to get an adapter to put in line at the TB to measure, something like this which is Merc 91-806901 and a gauge which measures at least 100 psi. Gauges can be borrowed from the local autoparts stores in most cases

i did that and had 12 lbs on low pump and 29 lbs all the time on high pump
